Government procurement in Moldova to Go “Green”: Ministry of Finance Holds Workshop for Auditors

The Ministry of Finance of Moldova, in collaboration with international partners (Sida and Cowater International), organized a practical workshop on the audit and oversight of sustainable public procurement. Representatives from the Court of Auditors, the State Financial Control Inspectorate, and the Public Procurement Agency participated in the workshop.

The main objective of the meeting is to teach specialists to evaluate procurements not only based on the lowest price, but also on the “price-quality” ratio, environmental sustainability, and the total life-cycle cost of a product or service.

“A good reform on paper won’t work if those who apply the rules and those who monitor them don’t share a common understanding. We already have the legal framework in place, and we are now developing clear guidelines. It’s important to learn to distinguish genuine concern for the environment and efficiency from attempts to use a ‘green’ label as a cover for misconduct,” noted Elena Grumeza, State Secretary of the Ministry of Finance.

From Words to Action: Analyzing Real-World Cases

Particular emphasis was placed on practical application. Participants divided into groups and analyzed potential risks and control points in four key areas:

– procurement of computers and laptops;

– the supply of medical diagnostic equipment;

– building renovations with a focus on energy efficiency;

– architectural and engineering services.

Following the seminar, auditors and inspectors compiled a list of refinements for existing methodologies and checklists to make audits more accurate and transparent.
