
According to a request for proposals published by MITP, the existing digital platform underwent a technical audit, following which the park’s administration decided to carry out a complete modernization and reengineering of the platform.
The new system is designed to provide a more user-friendly experience, improve operational efficiency, meet current technical requirements and standards, and enhance digital accessibility, cybersecurity, and scalability.
The project involves the creation of three main components: a portal for MITP applicants and residents, an internal operational portal for park employees, and an administrative console for managing roles, access rights, processes, and system settings.
The user portal will provide access to application submission, information exchange with MITP, document management, reporting, and tracking the status of procedures.
The internal system will be used by MITP staff to review applications, manage residents, prepare reports, communicate, and carry out internal processes.
The project also includes integration with mandatory government digital services, including MPass, MSign, MConnect, MNotify, and MLog. Additional integrations may be identified during the project analysis phase.
Among possible external systems, MITP lists 1C accounting solutions, payment services, a website/CMS, and relevant government registries.
Data migration from the existing system will be a separate component. It must cover operational data, documents, resident and user histories and roles, settings, and other information necessary to ensure business continuity.
The project is divided into six phases
MITP envisages a phased implementation of the project.
The first phase includes research and needs analysis, preparation of functional specifications, architecture, UX research, a product backlog, and a roadmap.
The second phase involves the development of UX/UI design, user scenarios, interactive prototypes, and a design system.
The third phase involves building an MVP with key features, including authentication and authorization, resident profiles, application and document management, notifications, and necessary integrations.
Next, we plan to develop operational and management features, including reporting, workflow management, administration, auditing, and dashboards.
The fifth phase involves database migration and user testing, while the sixth phase covers the platform launch and post-release support.
After launch, the contractor must provide a hyper-support period lasting at least 30–60 days. The minimum warranty period is set at 36 months following final acceptance of the system or its launch.
The cost will be determined through a competitive bidding process
MITP did not specify a fixed project cost in the published request for proposals. Bidders must submit financial proposals in Moldovan lei—separately, with and without VAT, or indicating that they do not have VAT payer status.
The price will account for 30% of the proposal’s final evaluation score. Another 25% is allocated to the technical solution, 20% to the company’s experience, 15% to the project team’s qualifications, and 10% to the implementation plan.
Thus, the winner will be determined based on the best value for money, rather than solely on the lowest cost.
To participate, companies must demonstrate relevant experience and present at least three completed relevant projects. Required competencies include Agile/Scrum project management, business analysis, architecture, UX/UI, front-end and back-end development, integration with government services, testing, DevOps/SRE, cybersecurity, and data migration.
The requirements place particular emphasis on security. The contractor must apply Secure SDLC and security-by-design principles, use automated security testing and vulnerability management, and conduct penetration testing prior to the system’s launch.
MITP also requires the transfer of the complete source code, technical documentation, data models, configurations, and other materials necessary for the platform’s continued operation and development. This is intended to reduce the park’s dependence on a specific vendor.
Proposals will be accepted until August 15, 2026. However, the launch of the procurement process does not obligate MITP to enter into a contract: the park’s administration reserves the right to cancel the process at any stage.
