The program outlines the directions for the sector’s development and modernization. Specifically, it calls for the inventory, mapping, and assessment of water bodies in terms of their hydrological, hydrochemical, and biological resource indicators. This data will make it possible to determine the potential of the country’s water bodies for fish farming, justify investments in the sector’s infrastructure, and adapt fish farms to climate change.

The sectoral program also calls for organizing activities to conserve and genetically improve breeding stocks of valuable fish species and to produce high-quality breeding material.

The document includes measures to develop local fish processing capacity and market these products. A separate section of the program is dedicated to the professional training of specialists for the aquaculture sector.

The implementation of the Strategic Program for the Aquaculture Sector will take place in two phases. The first phase covers the period 2026–2028, and the second phase covers 2026–2028. Separate plans are to be developed for both phases.
