The process of hiring EU citizens in the Republic of Moldova has been simplified

The National Employment Agency will provide employment services to EU citizens. These citizens and their family members will be able to register with the agency as unemployed, undergo vocational training, and receive appropriate support in finding employment.

Under these rules, employers will be able to hire EU citizens based on their residence card, without the need to obtain a residence permit for employment purposes. Provisions to this effect are included in a resolution approved by the government.

The new rules expand access for EU citizens and their family members to the services of the National Employment Agency and adjust procedures related to employment and vocational training.

The document also changes the procedure for working with individuals who have been unable to find employment within one year of registering as unemployed. The agency will assess their qualifications and needs, determine the scope of vocational training, and offer employment assistance measures provided for by law.

The conditions governing the operations of private employment agencies will also change. They will no longer be required to obtain the agency’s approval for contracts regarding the placement of citizens in jobs. In addition, the requirement to notify the agency of the intention to act as an intermediary in the employment of self-employed individuals abroad is eliminated.

Correspondence with foreign employers regarding disputes with employees may be stored in electronic form.
