Moldova has developed a “Buyer’s Guide” for the safe purchase of real estate

The National Technical Inspection Authority (INST) presented the “Buyer’s Guide”—a practical tool designed for people planning to purchase a home in the Republic of Moldova—at a press conference today.

In his opening remarks, Deputy Prime Minister and Minister of Infrastructure and Regional Development Vladimir Bolea emphasized that protecting citizens from fraud and illegal construction is the state’s responsibility, and the “Buyer’s Guide” provides the necessary information so that people can verify in advance whether the home they are purchasing meets all legal requirements.

“By launching the ‘Buyer’s Guide,’ we are offering citizens a concrete tool that helps them make safe choices and protect their investments. For many Moldovans, a home is a once-in-a-lifetime investment, and the state has a duty to protect them from fraud and illegal construction. When someone builds more floors than permitted or sells apartments in buildings that do not comply with the law, this is not merely a violation but a form of fraud that directly affects people,” said the Deputy Prime Minister.

INST Director Sergiu Chircu explained that the agency frequently receives complaints from citizens who have paid in full for housing that has not been commissioned, purchased apartments in multi-unit buildings with non-compliant documentation, or signed contracts without verifying the necessary documents. In this context, this guide was developed to help citizens identify potential risks in advance and make informed decisions before signing contracts.

The guide provides recommendations for purchasing an apartment in a multi-unit residential building that has already been commissioned, as well as for purchasing a building under construction. It explains which documents must be requested and verified before concluding a transaction, ranging from an extract from the real estate registry and an updated development plan to the building permit, project documentation, and public registries available on the website of the National Inspectorate for Technical Supervision.

The “Buyer’s Guide” (“Ghidul Cumpărătorului”) will be available free of charge both in electronic format on the official website of the National Inspectorate for Technical Supervision and in print format for distribution at public access points, including diplomatic missions and consular offices of the Republic of Moldova.
