Program Priorities
The results of the Action Plan’s implementation were presented at an event attended by representatives of the Moldovan authorities, the Council of Europe, and international partners.
The program’s agenda includes reforms of the judicial system, the fight against corruption, money laundering, and terrorist financing; ensuring media freedom and the conduct of democratic elections; protecting human rights; strengthening local self-government; and enhancing societal resilience, including combating cybercrime.
Speaking at the event, Deputy Prime Minister and Minister of Foreign Affairs Mihai Popșoi noted that the Action Plan is one of the key instruments of Moldova’s cooperation with the Council of Europe and complements the country’s efforts toward European integration.
The event took place on the 31st anniversary of the Republic of Moldova’s accession to the Council of Europe. According to State Secretary of the Ministry of Foreign Affairs Corina Călugăr, the results achieved were made possible by cooperation among national institutions, the Council of Europe, civil society, and international partners. However, the continued implementation of the program will require sustained donor support.
The Council of Europe’s Action Plan for the Republic of Moldova for 2025–2028 is the main mechanism for cooperation between Chisinau and the organization and provides for support for reforms in the areas of human rights, democracy, and the rule of law in accordance with Council of Europe standards and the country’s European integration goals.
