Wholesale roaming tariff proposed between Moldova and the EU

This tariff was proposed by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) in its draft decision of the administrative council, which should establish the norms for the application of the Law on the regulation of roaming services between the Republic of Moldova and the Member States of the European Union.

The average wholesale price is calculated by dividing the total amount of revenues obtained from wholesale roaming services by the total number of minutes actually used by the provider. It is expressed in amount per second, adjusted for the possibility that the guest network provider from RM may apply a minimum initial billing duration of not more than 30 seconds.

The average wholesale tariff that the guest network operator from Moldova may apply to the roaming service provider for the provision of SMS initiated in the guest network shall not be more expensive than EUR 0.003 per SMS and shall be valid until June 30, 2032.

The average wholesale tariff that a guest network operator from the RM may apply to a roaming service provider for data roaming via the guest network will not exceed EUR 1.3 per gigabyte until December 31, 2025. The tariff will be reduced to EUR 1.1/GB from January 1, 2026 and to EUR 1/GB until January 1, 2027, after which it will remain at EUR 1/GB of data transferred until June 30, 2032.

Mobile network providers from Moldova will be guided not only by the domestic regulatory framework, but also by the European regulatory framework, including the Wholesale Roaming Guidelines and the Retail Roaming Guidelines.

Another draft ANRCETI Decision deals with fair use policy and roaming services at national retail prices. In particular, the fair use policy aims to prevent the misuse or abnormal use of roaming services at national prices. The principle of Roam Like at Home applies.

However, roaming service providers may request the application of additional charges if they prove that they are unable to recover their costs of providing regulated roaming services and this undermines the sustainability of their national pricing model.

The developed projects are aimed at harmonizing the national legislation in the field of regulation of roaming services between the Republic of Moldova and the European Union with the EU legislation.
