
The Chisinau General Directorate of Education, Youth, and Sports, in partnership with the Federation of Trade Unions of Education and Science Workers (FSEȘ), organized consultations to assess the impact of the planned RESTART reform on the education system.
As a reminder, the reform aims to reorganize district and municipal education departments. Currently, these departments are part of second-tier local public administration bodies—district and municipal councils. The reform calls for schools to come under the Ministry’s jurisdiction.
Clear implementationmechanismsare needed
Opening the meeting, Chisinau Deputy Mayor Victor Prutianu noted:
“Since city schools and kindergartens are part of the community, they must continue to receive support from local authorities so that administrative processes do not affect the quality of education and institutional stability.”
According to Andrei Pavaloi, Deputy Head of the General Directorate of Education, Youth, and Sports, a reform of this scale must be based on professional analysis and clear implementation mechanisms to ensure predictability and stability for both educational institutions and education system employees.
During the meeting, participants analyzed the potential consequences of the RESTART reform for the organization and management of educational institutions, the protection of workers’ rights, and the preservation of social guarantees.
Participants emphasized the need to make decisions on reforms only after comprehensive and transparent consultations with all stakeholders.
