All political factions, with the exception of the Party of Action and Solidarity (PAS), have signed a draft resolution to hold a consultative national referendum on September 27, 2026.
MAN lawmakers submitted the signatures required to register the draft resolution.
If the draft is not included on the agenda or is rejected by Parliament, MAN will begin collecting signatures from citizens.
A reform of this scale cannot be decided solely behind closed doors and cannot be imposed from the top down; it must come from citizens and local communities, according to the plebiscite’s initiators.
They insist that decisions regarding the reorganization, merger, or dissolution of municipal administrations be made only after direct consultation with citizens and with due regard for the will of local communities.
According to the draft, citizens will be asked to answer two questions:
Do you support making the dissolution or merger of municipal administrations possible only after consulting with citizens of the relevant localities and obtaining their approval?
Do you support the idea that the final draft of the local government reform should be put to a nationwide referendum before the law is adopted?
