The living wage in the Republic of Moldova, estimated at 34,000 lei per month

The socially oriented subsistence minimum in the Republic of Moldova should amount to 5,006.5 lei per month per person, which is 64 per cent higher than the level calculated using the current methodology. At the same time, the wage required for a decent standard of living is estimated at 33,949.8 lei per month for an employee in a family with two children, according to the study ‘The Socially Oriented Subsistence Minimum and the Wage for a Decent Standard of Living’, presented by researcher Ecaterina Heghea.

“At present, the consumer basket for the minimum subsistence level in the Republic of Moldova is based on the concept of the physiological minimum, which primarily takes into account a person’s biological needs, without, however, sufficiently reflecting social and cultural needs. As such, it ensures survival rather than the conditions for a decent standard of living and a fulfilling life,” explained the researcher.

According to her, a different approach, based on social inclusion, is applied in European Union countries. “Even a person on a minimum income must be able to participate in society,” emphasised Ecaterina Heghea.

The study points out that the methodology for calculating the subsistence minimum has not been changed in the last 13 years, although it should be reviewed at least once every five years. Furthermore, the current food basket includes products with lower nutritional value, whilst consumption of meat, dairy products, fruit and berries is insufficient. The range of non-food goods and services taken into account is also limited.

Another component analysed is the wage required for a decent standard of living. For a family consisting of two working adults and two children, expenditure is estimated at 67,899.9 lei per month. Divided between the two working members of the family, this amount corresponds to a monthly income of 33,949.8 lei for each worker.

“There is significant inequality in the distribution of employees by wage level in the Republic of Moldova. Thus, over two-thirds of employees earn less than the average wage. In contrast, less than one-third received above-average wages, meaning that approximately one in every 16 employees earned over 30,000 lei,” stated the researcher.

However, the authors emphasise that this estimate should not be interpreted as a proposal to set the minimum wage immediately, but rather as a benchmark highlighting the level of resources required to ensure a decent standard of living.

The authors recommend revising the calculation methodology, validating it through social dialogue, and periodically updating consumption standards and price sources. The new indicator would be introduced gradually, taking into account the budgetary and economic impact.

According to the study’s conclusions, a credible social indicator must reflect the real needs of the population and be based on a transparent, up-to-date and verifiable methodology.
