The e-Zilier system will launch on June 1

Amendments to the Act on the Procedure for Day Laborers Performing Casual Unskilled Work, which provides for the digitization of the Register of Day Laborers, have been published and are effective as of June 1 of this year.

The document brings the activities of day laborers into the legal framework and reduces the scale of informal employment in Moldova. Today, labor contracts are rarely concluded with such workers, although they ensure that both the day laborers themselves and the beneficiaries of the work performed perform their duties.

The information system “e-Zilier” will simplify the fulfillment of the employer’s obligation to insure employees, since the calculation and transfer of payments to the state budget and social insurance fund will be made online.

The register will contain information on employers – beneficiaries of unskilled labor, as well as on individuals who perform such work for remuneration. In addition, vouchers generated for day laborers will be reflected there, including the payment documents generated and their status. Thanks to the vouchers, day laborers will be entitled to length of service and, subsequently, to social protection measures.

Access to the register will be free of charge

The employer will enter the day laborer’s data, working hours and date, as well as the amount of remuneration, etc., into the register.

The employer will be responsible for the correctness of the data entered in the register. It is stipulated that all information must be collected, stored and used in accordance with personal data protection legislation. The beneficiaries of temporary jobs, the State Labor Inspectorate and the Ministry of Labor and Social Protection will have access to them.

The remuneration of the day laborer is also stipulated. The amount of remuneration cannot be lower than the guaranteed minimum wage for an eight-hour working day. Income tax and social insurance contributions are withheld from this amount.

According to the National Social Insurance Fund, the number of day laborers increased from 6.6 thousand in 2023 to 10.4 thousand in 2025. However, data provided by the State Labor Inspectorate indicate that the number of recipients using logbooks is low, and the number of registered day laborers is far below the actual need for seasonal labor.
