
VAT may be legally introduced on parcels with goods purchased on foreign marketplaces from July 1 this year. This was announced by Finance Minister Adrian Gavrilita on a TV program. However, the application of the new norm is planned to be postponed until the fall of this year.
The new mechanism of market protection will be included in the draft amendments to the tax policy, planned for the next 2027. The government and parliament intend to approve it by July 1. It is designed on the basis of European principles and rules so that postal operators operating in Moldova and elsewhere can use the international procedures in force.
At the same time, the government’s goal is not just “to collect money faster, but to make everything as correct and comfortable for people as possible,” the minister said.
In this sense, Adrian Gavrilita said that the testing of the VAT collection procedure may start on September 1, 2026. If the mechanism proves to be efficient, its full implementation is possible from October 1 this year.
The minister said that the authorities are negotiating with platform holders in order to include taxes in the price of goods. Thanks to this, there will be no additional burden when receiving parcels. Platforms will be offered to immediately withhold the amount of tax on purchase and then send it to the budget. This is how international online retailers already work.
Citizens will not be obliged to fill in declarations and perform any additional actions when ordering parcels up to 150 euros.
