Sulina Canal: new rules for ship transit. How did they affect the trade turnover between Moldova and Ukraine?

Since May 25, it has become mandatory for cargo ships passing through the Sulinsky Canal to the ports of Ukraine and Moldova to issue a transit declaration T1.

This was reported by Kateryna Kononenko, Operations Manager of Avalon Shipping. According to her, previously, an ENS (Entry Summary Declaration) was sufficient for such voyages. T1 declaration was used only for vessels delivering cargoes to Romanian ports. After the new requirements came into force, T1 declaration became mandatory for cargoes bound for Ukraine and Moldova, ukragroconsult wrote.

At the same time, Romanian customs brokers have encountered technical difficulties in processing such declarations in the new system. “There was a problem with the registration of T1 declarations for cargoes heading to Ukrainian or Moldovan ports. Romanian brokers cannot issue such declarations in the new system. There are already cases when ships are waiting in the Sulina area until the problem is solved and the necessary documents are accepted,” Kateryna Kononenko said.

The reason for the difficulties was Romania’s transition to a new version of the European transit system NCTS Phase 6, which is used to control international transportation of goods. Ekaterina Kononenko also noted that the system needs time to adapt and eliminate technical problems. At the same time, temporary failures may lead to additional costs for ship owners, charterers and cargo owners due to vessel downtime and delayed cargo delivery.
