The Capital City Department of Education, Youth, and Sports organized a meeting with education professionals in connection with the implementation of the reform. Andrei Pavoloy, deputy head of the department, emphasized that the RESTART project raises many questions regarding the functioning of the education system after its implementation.
Currently, schools work with municipal services that maintain the infrastructure and intervene directly in exceptional situations, as well as collaborate with child protection, social assistance, and health care agencies.
It is unclear how this coordination will be carried out after the reform.
In this context, Chisinau Deputy Mayor Victor Prutianu emphasized that in the EU, education policy is developed at the central level, while school management is carried out at the local level—in the interests of specific communities.
For her part, Deputy Mayor Olesya Pshenitskaya highlighted the financial challenges the reform could create. There is uncertainty regarding the management of school budgets, the implementation of investments, urgent repairs, and the maintenance of existing support mechanisms for institutions facing budgetary difficulties.
In this regard, the meeting participants agreed that the management of educational institutions should remain within the purview of local authorities, who are best positioned to understand the needs of each specific school.
