Members of the organisation point out that, without these conditions, the reorganisation risks hampering the work of the authorities and affecting their ability to attract European funding. Replacing 32 districts with three development regions raises questions about the resources and responsibilities of future local administrations.
Specific measures are needed to ensure that the authorities can take on these new responsibilities and provide high-quality services to citizens, said Marcel Bobeica, Vice-President of the Congress of Local Authorities of Moldova and mayor of the commune of Gangura in the Ialoveni district, during a programme on public radio.
“Today, salaries in local government are the lowest in the public sector. And if we want to attract professionals, we must offer them decent pay,” emphasised Bobeica.
A clear vision is needed regarding Transnistria and Gagauzia
The vice-president of CALM believes that the reform should also include a clear vision regarding the residents of Transnistria and Gagauzia. In his view, their integration into regional development strategies could help foster closer ties with the central authorities in Chișinău, modernise infrastructure and support the reintegration process.
“I believe that Transnistria and Gagauzia should be included in these regions in terms of both population and area, so that their residents feel supported at a regional level and protected by the Moldovan authorities,” explained the CALM representative.
According to the parliamentary committee on the control of public finances, the reform takes into account local specificities and the concerns of the population.
In the case of Gagauzia, the authorities have taken into account the autonomous region’s special status, which is guaranteed by law. As for Transnistria, its inclusion in the development regions will become possible as the process of reintegration and dialogue with representatives of the left bank of the Dniester progresses.
