How the composition of the Chisinau municipality will change as a result of the reform

The process of merging the mayoralties does not affect the status of Chisinau. This clarification was made by Alexei Buzu, Secretary General of the Government. The statement was made in response to the assumptions of the mayor of Chisinau, Ion Ceban, about possible changes in the boundaries of the municipality, voiced yesterday during a meeting of municipal services.

“There are rumors that the territorial boundaries of Chisinau municipality will be changed under the pretext of reform and unification promoted by the government,” he said. – If this is confirmed, we will propose organizing a local referendum. This will be the right decision for the capital’s residents.

Buzu: nothing threatens the municipality

Buzu emphasized that the merger process is voluntary and the Chisinau municipality is not threatened. He specified that the consolidation concerns administrative units of the first level, while Chisinau is a unit of the second level.

At the same time, he added, according to some media outlets, that the decision to start the consolidation process is taken by the communities and local councilors from the suburbs. And he also confirmed the existence of local initiatives to merge administrations, specifying that the central authorities support such steps where there is a clearly expressed desire of the community.

“Some suburbs, by community decision, have started the process of merging administrations and we support them,” he said. – “There are also individual villages that want to merge their administration with a certain nearby suburb.

Experts: “the questions are just beginning”.

In this regard, experts, including members of the Congress of Local Authorities of Moldova CALM, emphasize that “the questions in the redrawing of the map of Moldova are just beginning”. And the lack of communication and cooperation in this process exacerbates fears.

Since it is not known which suburbs and villages Alexei Buzu is referring to, and whether he is talking about Chisinau at all, it is impossible to say exactly how the capital municipality will change, given this statement.

It can be either an increase in the administrative composition of the municipality or its reduction. Depending on which locality decides to join and where.

Thus, if, for example, the large village of Cojuşna, located near the capital, which today belongs to the district of Straseni, decides to join Chisinau, we can talk about an increase in the municipality’s composition.

But if the small village of Ghidigici, which today is part of the capital’s municipality, wants to join the neighboring, larger and more developed village of Sireti, then the municipality will shrink. Because Sirec is part of the Straseni district.

In any case, such uncertainty fuels rumors and unrest.
