Forestry workers will be classified as day laborers

The list of subjects of the law on day laborers will be expanded. Individuals providing forestry services will also be included.

The Government has drafted a bill to extend the scope of Law No. 22/2018 on the implementation of unskilled work of episodic nature performed by day laborers to forestry.

The argument for such a proposal is the specificity of forestry works. Like agricultural activities, they are also predominantly seasonal and involve the use of temporary labor.

Extending the scope of application of the law on day laborers to forestry activities will contribute to the creation of a unified, transparent and flexible legal framework for the employment of temporary labor, legalization of this sphere, as well as improving the recording and monitoring of labor relations and observance of workers’ rights.

In addition, its inclusion in the legal framework regulating the activities of day laborers is relevant, inter alia, in the context of the implementation of the National Program for Forest Expansion and Reforestation, which involves significant amounts of seasonal work.

As emphasized in the explanatory note to the draft, the new provisions of the law do not require additional costs associated with setting up and administering the “e-Zilier” information system, as it allows making additions to the list of activities of episodic nature.
