Moldova’s 2025 Budget Beats Revenue Plan, Deficit Narrows

Budget-2025: revenues slightly above plan, expenditures – lower

Small discrepancies with the plan - excess in revenues and shortfall in expenditures - led to a 13.7% reduction in the planned state budget deficit. The report on its implementation in 2025 was approved at today's cabinet meeting.

Finance Minister Andrian Gavrilice presented to the cabinet the main parameters of the budget. The item “Revenues” of the state budget was fulfilled in the amount of 76.4 billion lei, the item “Expenditures” – in the amount of 92.1 billion lei.

The state revenues were executed in percentage terms by 100.8 per cent of the plan. The main sources of income were revenues from taxes and fees, as well as external financial assistance.

The state budget expenditures were implemented in an amount 2% less than the plan.

The deficit amounted to 4.4% of GDP

As a result, the budget deficit amounted to 15.7 billion lei – 4.4 per cent of the GDP. This amount is higher than the initially planned deficit, but less by 2.5 billion lei, which was specified during the last adjustment of the document.

A significant part of the resources – 50.8 billion lei – was used for transfers to other budgets: 23.2 billion lei – for local budgets, 20.3 billion lei – for the state social insurance budget and 7.3 billion lei – for the mandatory health insurance funds.

Also, significant amounts were invested for capital investments and development programs. For the Road Fund – 2.6 billion lei, for the National Fund for Agriculture and Rural Development – 1.9 billion lei, as well as for the National Fund for Regional and Local Development – another 1.9 billion lei. For the Energy Vulnerability Reduction Fund, 4.2 billion lei was envisaged and executed, while capital investments amounted to 1.8 billion lei.

The state debt balance amounted to 132.8 billion lei, equivalent to 37.6% of GDP, which is a manageable level.
