
The document will include measures aimed at simplifying the process of return and reintegration for citizens of the Republic of Moldova. In particular, it will aim to improve their access to public services, employment opportunities, education, entrepreneurship, and other services necessary for socio-economic reintegration.
The plan will be based on the results of public and institutional consultations currently being held with representatives of the diaspora, government bodies, and state institutions.
Previously, during public consultations and hearings attended by President Maia Sandu, the main challenges faced by citizens during the return and reintegration process were identified. Subsequently, bilateral consultations and working meetings were held with relevant government agencies and state institutions to determine specific measures and actions to be included in this document.
It is worth noting that these measures are being taken against the backdrop of a catastrophic population decline. As Logos Press recently reported, citing data from the World Population Review, in the first 100 days of 2026 alone, the country’s population decreased by 7,821 people, of whom 4,554 emigrated to take up permanent residence elsewhere.
According to demographers’ forecasts, the age structure of the population will undergo significant changes over the next 14 years: by 2040, more than half of the country’s residents will be 50 years of age or older.
The situation is exacerbated by a low birth rate: last year, 22,100 children were born in Moldova, which is approximately 1,500 (or 6.6%) fewer than in 2024.
