Currently, mandatory contributions from winemakers and allocations from the state budget are first deposited into the treasury account of the Ministry of Agriculture and Food Industry. Only then are these funds transferred to the ONVV for the implementation of the fund’s approved budget.
The bill proposes to simplify this process. Funds from the Grape and Wine Fund will be directed directly to the ONVV’s treasury account, and the ONVV will assume full responsibility for their administration.
The author of the initiative, Alexander Trubca, a member of the relevant parliamentary committee, argues that the current mechanism involving the Ministry of Agriculture creates an unnecessary administrative chain that is not justified by the existing regulatory framework.
At the same time, the new procedure does not change the sources of the fund’s financing, the intended use of the funds, or the obligations of the producers themselves. The funds will continue to be used to promote, develop, and enhance the competitiveness of the wine sector.
It is worth noting that just a few months ago, parliament had already amended the legislation, under which management of the fund’s treasury account was, conversely, transferred from the ONVV to the Ministry of Agriculture. That decision was made on the recommendation of the Audit Chamber: since 2019, the chamber had pointed out that the previous mechanism for allocating funds did not comply with general principles of budget management. Now, however, the new bill proposes to return direct management of the fund to the ONVV.
