Moldova and the World Bank signed an agreement for a $1.7 million grant to modernize Termoelectrica

The Ministry of Energy of the Republic of Moldova and the International Bank for Reconstruction and Development (IBRD), a member of the World Bank Group, have signed an agreement to provide grant funding of up to $1.7 million to prepare a project for the construction of new, highly efficient thermal and electric power generation facilities for Termoelectrica S.A.

The project is based on the findings of a feasibility study developed as part of the second project to improve the efficiency of the centralized heat supply system (PIESACET-2), funded by the World Bank, according to a statement from the ministry.

It is recommended that a new, highly efficient combined-cycle cogeneration plant be built, which will contribute to the modernization of Chisinau’s energy infrastructure and strengthen the Republic of Moldova’s energy security.

The construction of a new, highly efficient cogeneration plant with an electrical capacity of approximately 250 MW and a thermal capacity of approximately 180 MW will enable the simultaneous production of electricity and heat with lower fuel consumption compared to traditional technologies, which will lead to a reduction in the cost of energy production and a more efficient use of energy resources.

The new investments will lay the groundwork for the gradual replacement of outdated production capacity, improved energy efficiency, reduced fuel consumption, and lower greenhouse gas emissions. At the same time, the project will promote the integration of renewable energy sources and the development of a more sustainable and flexible energy system,” the agency stated.

According to the authorities, the grant is non-repayable.

“The funds will be used to prepare an investment project, and the funded activities must be implemented by the end of 2027,” the Ministry of Energy clarified.
