
The main violations identified were failure to comply with the minimum period for public consultations (10 business days), the failure to make important documents (reports, counter-reports, conclusions, and summaries of proposals) publicly available before the start of the session, as well as the approval of reports and counter-reports on the same day. Promo-LEX emphasizes that such practices significantly reduce the transparency of the decision-making process, limit the ability of lawmakers and the public to examine documents in detail, and call into question the possibility of informed and responsible voting.
The agenda ultimately included 13 items. Opposition lawmakers put forward 16 proposals to amend the agenda, but none of them were adopted. During the session, 10 bills and three draft resolutions were adopted, two of which relate to the Republic of Moldova’s accession process to the European Union.
At the same time, deputies from both the majority and the opposition voted by consensus in favor of at least four bills. The plenary session itself lasted approximately eight hours and thirty-three minutes, with a one-hour break.
