
The conflict began on April 3, 2026, when the Environmental Protection Inspectorate conducted an unscheduled inspection at the “Coșnița II” deposit, which had been transferred to Bond-Const LLC for commercial development. During the inspection, it was determined that the company was extracting minerals on agricultural land without a decision to reclassify that land, which had been adopted by the representative body of the local public administration of the village of Coșnița in the Dubăsari district. Consequently, the Inspectorate issued a decision to suspend operations at the deposit until the change in the designated use of the agricultural land is approved.
Subsequently, the Coșnița Commune Council adopted a decision to reclassify the agricultural land as land designated for mining activities with respect to the plots used by Bond-Const LLC. However, this decision was suspended by a ruling of the Criuleni City Court dated June 18, 2026.
As noted in the statement from the Environmental Protection Inspectorate, as of June 18, 2026, Bond-Const LLC “does not meet the requirements necessary to resume development of the deposit.” In this regard, the Environmental Protection Inspectorate has requested that the Dubăsari Police Inspectorate monitor compliance with the decision to suspend operations.
As a reminder, on Sunday, June 21, residents of the Coșnița commune in the Dubasari district took part in a local referendum in which they were asked to vote on a ban on the operation of sand and gravel quarries within 1.2 kilometers from the borders of the villages of Coșnița and Pohrebea. According to the results of the vote, 95.69% of participants opposed the use of land outside populated areas for the extraction of mineral resources.
