Ion Cheban: Chisinau Will Lose 1 Billion Lei a Year Due to Tax Reform

The draft budget and tax policy for 2027, in its current form, must be suspended. The changes it proposes will directly impact local budgets.

Ion Ceban, mayor of Chisinau, expressed this view during the conference “The Impact of Government Decisions on the Financial Autonomy of Local Authorities,” organized on June 23 by the Chisinau City Hall.

The proposed tax amendments and the elimination of the reduced VAT rate will lead to higher prices for goods and services and, consequently, to a reduction in resources available to local communities. They will have a serious impact on the economy, the business environment, and citizens.

Small and medium-sized enterprises, in particular, will find themselves in a difficult position, forced to raise prices or scale back their operations.

“According to our calculations, as a result of the changes being implemented and proposed, Chisinau risks losing nearly 1 billion lei per year,” noted Ion Ceban. – The “Restart” reform in the education system will add another 330 million lei in losses to the local budget. This represents unrealized investments in roads, transportation, schools, public utilities, and suburban areas”.

– We are not opposed to reforms, but they must be fair and coordinated. We cannot demand better services from local governments while simultaneously cutting their revenues.”
