According to the National Social Insurance Fund (CNAS), the implementation of a document-sharing system between the two government agencies is driven by the need to implement the Social Security Agreement between Moldova and Spain. It was signed on July 21, 2022, and entered into force on June 1, 2024.

This exchange of forms, as well as the data they contain, will reduce the processing time for documents required to grant social benefits. This will simplify the process and increase its efficiency.

An agreement on the implementation of an electronic document management system was reached on June 17, 2026, during a working visit to Spain by Elena Țîbîrnă, Director General of the National Social Insurance Fund (CNAS).

During the signing ceremony, the parties emphasized the importance of consistent digitization of processes and strengthening institutional cooperation to simplify citizens’ access to social security rights.

According to data from open sources, approximately 22,000 Moldovan citizens living and working in Spain are potential beneficiaries of social benefits.
