Moldova to Require Mandatory SIM Card User Identification

Moldova is stepping up its efforts to combat phone fraud through SIM card identification

Moldova plans to require mobile operators to identify all SIM card users, including prepaid card holders. The government will review the relevant bill next week. This was announced by Viorel Cerneuțanu, head of the General Police Inspectorate, during public hearings on telephone and online fraud.

Authorities cite the rapid rise in fraud as the reason for the need for change. According to police data, from 2023 to 2025, the number of reported cases rose from 924 to 1,757, and the financial losses increased from 40 million to 272 million lei. In the first five months of 2026 alone, the losses amounted to 157.3 million lei.

At the same time, about 90% of fraudulent phone calls originate from abroad.

According to NARECIT data, nearly 1.1 million fraudulent calls were blocked using the fraud management system.

The most common schemes remain calls from fake bank representatives, fictitious investments in cryptocurrencies, Forex, and trading, as well as fraud under the pretext of renewing contracts and services with telecommunications operators.

According to law enforcement, telephone and online fraud are becoming the dominant types of such crimes, and the schemes themselves are increasingly organized by transnational groups using call centers and fictitious online platforms.

Under the bill, operators will be required to identify all mobile subscribers no later than the moment a SIM card is activated. Authorities believe this will eliminate the possibility of anonymous use of mobile communications for criminal purposes, improve user traceability, and strengthen law enforcement agencies’ ability to prevent and investigate crimes.
