From June 1, Russia introduces a new procedure for importing goods from EAEU countries

Russia is changing the rules for importing goods from Eurasian Economic Union (EAEU) countries from June 1, 2026, strengthening preliminary control over shipments and introducing mandatory electronic confirmation for importers.

According to RBC with reference to changes in customs regulation, the new mechanism provides for mandatory pre-registration of deliveries in an electronic system. Importers must provide data on the cargo, route, transportation and parties to the transaction in advance before crossing the border.

After verification, a QR code is generated, without which the goods cannot be imported into the Russian Federation. According to RBC, the code becomes a de facto mandatory border crossing permit for road transportation from EAEU countries (Kazakhstan, Belarus, Armenia and Kyrgyzstan).

The system is being introduced as part of a phased reform of control over the EAEU internal market and is aimed at increasing the transparency of commodity flows and reducing the risks of tax evasion, the source notes.

The changes also provide for further tightening of the regime from July 2026. In particular, a security payment may be introduced for importers, considered as an advance form of payment of VAT and excise duties.

Until the new rules come into force, a simplified procedure for importing goods from the EAEU countries is in effect, which allows some procedures to be formalized after crossing the border. The new regime effectively shifts control to the stage before delivery.
