This was announced by Caroline Novac, Secretary of State at the Department of Energy, at the Moldovan Cybersecurity Forum 2026.
Information from the ministry reports that during a panel discussion on critical infrastructure security and digital transformation of governance, the secretary of state stressed the inextricable link between the modernization of the energy sector, its digitalization and the need for cyber security.
Carolina Novaс pointed to the large-scale implementation of smart meters (Smart Metering), the expansion and optimization of national energy efficiency programs, and the development of modern, transparent and interconnected energy markets with the European space as examples of digital transformation.
Data protection is the key to security
Special attention was paid to the importance of the new data architecture, emphasizing the strategic role of the future national energy data center. Carolina Novac stated that energy consumption data is highly sensitive information. Strictly protecting this center from cyber threats is fundamental to maintaining the trust of citizens, which is essential for the success of any e-government initiative.
The challenge of integrating renewable energy was also addressed. Moving from a centralized system to a decentralized grid (with thousands of solar panels and smart equipment) significantly expands the cyberattack surface.
To manage these risks, the Ministry of Energy is applying the principle of “Security by Design”, which involves implementing strict security standards (such as ISO/IEC 27000) from the moment equipment is purchased and requiring grid operators to use secure IT architectures.
