Moldova Energy Regulator Gets a “Field Practitioner”

NARE has a “practitioner” with drilling experience

Parliament appointed Daniel Mititela as a member of the Board of Directors of the National Energy Regulatory Agency (ANRE) for a six-year term. The candidacy was supported by 52 MPs of the majority faction of PAS. The official decision was made on May 7, the mandate will take effect on May 11, 2026.

Mititelu was proposed for the position following a public competition in which 10 people participated, of whom 8 were admitted to the interview. According to the Parliament, he received the highest score.

His resume lists more than 20 years of experience in the oil and gas industry. He specializes in managing drilling operations and coordinating international projects, including in the Middle East.

Working “in the field”

Daniel Mititelu himself describes himself as a “practitioner”. He stated that he intends to work more “in the field”, to better explain to citizens the unpopular decisions of ANRE, and to understand “where exactly the problem is” in Moldova’s energy sector:

“I used to work in one of the largest oil fields in northern Iraq. In the company I worked for, we dug the first oil, gas and exploration wells. And there was always a mismatch between the technical designs and the actual working conditions. In the development of the gas and renewable energy sector, we are at the beginning of the road, and only through good communication and working in the field can we find solutions faster and understand where the problem is: in ANRE, in the government or elsewhere.

During the parliamentary session, the candidate failed to give clear answers to a number of questions related to the legislation and regulation of the energy sector. In particular, he did not explain where he obtained the required three years of managerial experience in ANRE-regulated entities (according to the Energy Law), and he could not explain the difference between a supplier with a public service obligation and a competitive gas supplier in Moldova.

“Director for growth”?

The chairman of the Parliamentary Commission for Economy, Budget and Finance, Radu Marian, said that ANRE needs not only experts in legislation, but also practitioners.

“A wide range of competencies in leadership is needed, not only people who write and promote laws – of course, this can be learned and developed over time,” he said.

Daniel Mititela will succeed Violina Špak, whose mandate expires in May.

ANRE’s Board of Directors consists of five members. According to the legislation, they are appointed by the Parliament, by a majority vote of elected deputies.
