The state apparatus is being prepared to work under crisis conditions

The public administration system will receive a new sustainability mechanism - the National Concept of Continuity of Governance. The document was approved by the U.S. Embassy and the NATO Office in Chisinau.

Working through crises

This was discussed at an event led by Prime Minister Alexandru Munteanu, where they discussed how the state will work smoothly in case of crises.

The workshop was attended by ministers, state secretaries and external partners, including representatives of the US Embassy and the NATO Office in Chisinau, who, according to the government’s press service, “reviewed and approved (validat) the National Concept of Continuity of Management, as well as a standardized methodological framework for the development of continuity of operations plans at the institutional level”.

The concept aims to ensure the continuity of the core functions of the state in emergency or crisis situations while preserving constitutional authority, legitimate leadership and institutional legitimacy.

“Continuity of governance and continuity of operations are key elements of the state’s ability to function, make decisions, and protect the public interest under all circumstances. In an increasingly complex risk environment, institutional preparation has become an integral part of national security and national resilience,” Prime Minister Alexandru Munteanu said. He thanked the external partners supporting the efforts to consolidate the state’s resilience, “especially the United States of America and NATO.”

According to the prime minister, the recent crises have shown that several spheres – energy, cyber security, infrastructure, logistics and public services – can be affected simultaneously. In this environment, coordination among institutions is critical.

In this regard, the “crucial importance of the National Crisis Management Center, which helps institutions to improve preparedness, coordination and continuity in all circumstances” was emphasized.

Recall that the government is discussing project the creation and organization of the activities of the National Commission for Crisis Management. The corresponding project has been developed by the National Center for Crisis Management. The new structure will become a body of strategic coordination at the national level. In addition, the project provides for the creation of territorial and local crisis management structures.
