
The establishment of diplomatic relations is based on the principles of the Charter of the United Nations and respect for the basic norms of international law. Like the Seychelles, Moldova is a member of the Forum of Small States and the Organization of la Francophonie.
The signing of the Protocol took place in New York between the Permanent Representative of Moldova to the United Nations, Ambassador Gheorghe Leuca, and the Permanent Representative of Seychelles to the United Nations, Ambassador Vivianna Fok Tave.
In November 2025, the President of the Republic of Moldova, Maia Sandu, signed Decree No. 438-X, which provides for the signing of a Protocol on diplomatic relations with the Republic of Seychelles. This country is widely known as an offshore jurisdiction due to its extremely liberal tax legislation, minimal or no tax rate, as well as the possibility to register companies without disclosing information on beneficiaries.
Seychelles has been repeatedly cited in international investigations, including the Panama Papers and Paradise Papers, as one of the preferred destinations for offshore structures. The country also appears in reports of international financial organizations as a jurisdiction with a high risk of money laundering.
