It has been established that the certificate will be issued by a commission established under a local government body. For individuals, this will be the tax and fee collection service at city halls; for legal entities, it will be the State Tax Service office at the place of registration.
Based on this document, the taxable base for the construction project will then be determined.
The methodology was developed by the Ministry of Infrastructure and Regional Development. The document has already entered into force.
The regulations will apply to real estate projects that are 50% or more complete. At the same time, these properties must have remained unfinished for at least 3 years from the start of construction work and must be located within or outside populated areas, regardless of their form of ownership.
The procedure for determining the degree of construction completion may be initiated either by local authorities or at the request of the holder of the right to the construction project.
In addition, the regulations govern the procedure for establishing and operating the commission, the formula for calculating the degree of construction completion, the procedure for signing, delivering, and appealing the act establishing the degree of completion, and other related matters.
The methodology includes examples of calculating the degree of completion for real estate projects under construction, as well as forms for the “Notice of Commencement of the Procedure” and the “Certificate Establishing the Degree of Completion of the Project.”
