
According to the draft Instruction on the installation and use of video surveillance systems in early education institutions prepared by the Ministry of Education and Research, the decision to install them will be made by the heads of childcare institutions or mayors after extensive consultations with all stakeholders.
The document sets out a unified regulatory framework for the installation, operation, administration and monitoring of CCTV systems.
Kindergartens will not be equipped with video cameras
The Ministry does not plan to introduce a national program to equip kindergartens with video cameras, but will only establish rules for their use.
According to the minister, the innovation will ensure the safety of children, staff and property of institutions, while respecting the rights to privacy and protection of personal data. Video cameras can be used only for legitimate purposes, for prevention and clarification of incidents, protection and access control.
It is prohibited to use video recordings for monitoring children, assessing staff performance or disseminating them in public space and social networks.
Video surveillance will be allowed in access areas, corridors and common areas and prohibited in bedrooms, bathrooms, changing rooms, medical rooms, etc.
Parents will have the right to request to see the video in case of incidents affecting their children, subject to the legal regime.
Instruction will prescribe data protection requirements. Audio recordings and facial recognition technology or other forms of identification will be prohibited and access to video footage will be restricted. Recordings will be kept for up to a month, then automatically deleted.
