Ukraine has reached a record in the number of unpaid wages

Last year, Ukrainian companies set an anti-record: 9,174 proceedings for wage debts against 488 companies. This is 30% more than in 2024 and the highest figure for the last 5 years.

Ukraine has reached a record in the number of unpaid wages

This is stated in a study by Opendatabot, cited by epravda. According to the source, 56% of the recoveries opened last year for wage arrears have not been paid so far. The companies that produce chemical products were the most frequent in 2025, with more than 2.6 thousand productions, or 29% of all companies, failing to issue wages. Almost as many debts are owed by companies in the field of electricity and gas supply – 27%.

According to the study, more than a third of all open last year proceedings are in Dnipropetrovsk region – 3.2 thousand cases. Next come employers from Ivano-Frankivsk (1.1 thousand), Sumy (897) and Lviv (770).

Money is delayed mainly by private companies: they accounted for 62% of all debts. Another quarter of cases concerns public utilities and more than 13% – state-owned companies.

The absolute leader in the number of wage debts was the communal enterprise Teplocommunenerho of Oleksandrivsk city council, against which 1,446 cases were opened in 2025.

Next are Karpatneftekhim (1,059), Dniproazot (630), Svetlovodskbyt (491) and Odessa Port Plant (469).
