A 3% margin will allow banks to stay in Prima Casa

Such a decision was made by the Cabinet of Ministers, noting that a margin of 3% per annum will allow banks to cover the cost of a loan for the first home. In addition, such conditions will enable banks to ensure regular implementation of the program.

“We maintain the current parameters, which will still allow us to issue mortgage loans for up to 30 years. Thus, there are no changes in this program,” Finance Minister Andrian Gavriliță said at a government meeting.

According to the Law on the implementation of the state program Prima Casa, one of the components of the maximum annual interest rate for the loans is a maximum margin of up to 3%, which is annually specified by the government. The size of the maximum margin for these loans in 2019-2020 was up to 2% per annum, in 2021-2025. – 3%.

It should be noted that under the state mortgage program Prima Casă, it is possible to purchase housing worth up to 2.5 million lei with a financing term of up to 30 years. The beneficiaries will be citizens who do not own a dwelling or own a dwelling together with relatives, provided that its area does not exceed 50 square meters or the dwelling is located in a village, commune, except for Chisinau.

Data from the National Bank of Moldova show that the “Prima Casa” program continues to expand, reaching 35% of the total volume of new mortgages issued in the first quarter of 2025. During this period, Moldova recorded the highest increase in apartment prices in the last 17 years, with new housing prices rising by 20.6% and secondary housing prices by 17.4% compared to 2024. Later, in the second quarter, the annual growth rate slowed down, amounting to +4.6% for new apartments and +4.9% for secondary housing.
