
The Center’s building has been in operation for 55 years and has never undergone a complete modernization. During the project presentation, Ruslan Surujiu, Director of the United Unit for Implementation and Monitoring of Energy Projects (UCIPE), noted that a detailed energy audit will be carried out in the facility, which will determine the main measures to improve energy efficiency. The package of urgent measures will include thermal insulation of walls and roof, replacement of window structures, installation of modern heating, ventilation and air conditioning systems, modernization of lighting and introduction of renewable energy sources, including photovoltaic panels.
According to State Secretary of the Ministry of Health Ion Prisekaru such modernization will directly affect the quality of medical services. “This institution serves 14 districts in the north of the country and more than 18,000 donors are registered here annually. In this context, energy rehabilitation and modernization of the premises are crucial to ensure conditions for blood collection, processing, testing and storage.”
It should be noted that the project “Initiative for Sustainable Public Infrastructure Development through Energy Efficient Renovations” (INSPIREE) is implemented by the Moldovan government through the Ministry of Energy and UCIPE and financed by the French Development Agency (AFD) (€30 million loan) and the German government (€38.7 million grant) through KfW. A total of 30 public buildings are to be energy rehabilitated under the project.
