Independent candidates are deprived of state funding

The Central Election Commission (CEC) has approved allocations for parties based on the results of the parliamentary elections. PAS will receive the most. And independent candidates, even those who got more votes than some parties and blocs, remain without funding. This raises questions about the equality of conditions for them to participate in politics, Logos Press reported.

According to the Law on Political Parties, the total amount of allocations is set in the state budget and amounts to 0.1% of its revenues. This year, 62.15 million lei is envisaged for the financing of parties. Of this amount, 30% is distributed proportionally to the results of the parliamentary elections among the parties and blocs that took part in them. In addition, there are separate allocations for each woman and each young person elected as deputies.

In the September 28 elections, 1,578,722 valid votes were cast, of which just over 23,000 were for independent candidates. As they do not receive an allocation, these votes were not included in the calculation. The CEC reported that the allocation for each valid vote is 0.9988429 lei per month. This amount is calculated on the basis of 30% of the total fund, i.e. 18.6 million lei, distributed among the parties following the election results.

The funds are divided proportionally among the parties in the electoral bloc. For example, in the “Alternativa” bloc, 50% will go to the MAN party, 30% to the PDCM, and 20% to the Civic Congress.

The CEC also approved the amount of allocations for November and December 2025 for each woman MP and each young MP. The budget allocated almost 10.5 million lei and 21.6 million lei for these purposes, respectively.

At the same time, the payment of allocations for a certain period was suspended for a number of parties, including the parliamentary Democrația Acasă, due to irregularities.

Former independent candidate Olesia Stamate believes that this practice discriminates against independent candidates and contradicts the principle of equal opportunities. In the parliamentary elections, nine parties and blocs received fewer votes than her, but they are entitled to state allocations while independent candidates are not.

“Of course, this is unfair. Obviously, such a state policy is not conducive to encouraging independent candidates at all. Especially since some independent candidates have won more votes than individual parties and even electoral blocs. I understand that there is a difficulty in where to transfer the money and for what purposes an independent candidate can use it. But this issue can be regulated in the legislation,” Olesia Stamate said in her commentary for Logos Press.

Based on the formula used by the CEC, in November and December, PAS will receive the largest state allocations – 791,500 lei per month. This is explained by the fact that, according to the CEC data, the party won the most votes.
