Moldova wants to get into EU budget planning with Romania’s help

Chisinau counts on Bucharest's support in the discussions on the EU financial framework in order for the country to get access to the pre-accession aid funds as soon as possible. This was stated by Prime Minister Dorin Recean after a meeting with Romanian Prime Minister Ilie Bolojan, who is on a visit to Chisinau, Logos Press reported.

“Together with Romania, we are implementing ambitious projects and we have ambitious plans. We count on Romania’s continued support in the discussions on the European Union’s financial framework, so that our country is included in the European budget planning and has access to pre-accession aid funds as soon as possible,” Dorin Recean said.

According to Romanian Prime Minister Ilie Bolojan, since joining the EU, his country has received 100 billion euros of European funds and has contributed more than 32 billion euros to the EU budget.

“When Romania joined the EU, its GDP was about 45% of the European Union average. Today, almost two decades after accession, Romania’s GDP is closer to 80% of the EU average. Such changes are possible here – in the districts and localities of Moldova: from Chisinau to Cahul, from Balti to Briceni, from Soldanesti to Comrat.”

It is worth mentioning that on July 16, 2025, the European Commission presented a draft Multiannual Financial Framework (MFF) of almost 2 trillion euros (or an average of 1.26% of the EU’s gross national income between 2028 and 2034). The budgets for Moldova are not specified in the document, but, as the European Commission notes, “the Global Europe program will provide significant support to candidate countries on their path to the EU”.

At a briefing on the results of the meeting between the Moldovan and Romanian prime ministers today, the sides also discussed cooperation in the energy and transport infrastructure sectors.

“We buy more than 50% of electricity from Romania at favorable prices and together we are building interconnection lines vital for Moldova’s energy security. We are completing the construction of the Chisinau-Vulcanesti line in the south and starting the construction of two more lines – Balti-Suchava in the north and Straseni-Gutinas in the center,” the Moldovan prime minister specified.

In the context of the transport infrastructure, the prime minister said that, besides the permanent road bridge over the Prut river Ungheni-Ungheni, four more bridges are planned. Also, there is a commitment to reduce the waiting time at the border crossing points through the implementation of an electronic entry system, so that the carriers could register online and plan the exact time of crossing the border. In this sense, the importance of “maximizing the use of the Lipcani – Redauti-Prut and Leuseni-Albica points was mentioned.

It is worth mentioning that one third of Moldovan exports are on the Romanian market. More than 1600 companies with Romanian capital operate in Moldova.
