Negotiations will take place without prior publication of an advertisement for participation. Such a decision was made by the government on Wednesday.
As noted in the draft, the proposals received within the framework of the previously announced tenders “cannot be objectively and uniformly compared due to significant differences in technical and financial approaches”. A significant deviation from the estimated cost of the procurement was recorded: the bids received were about 33% lower than the estimated cost and 20% lower than the original prices.
According to the law, an offer with an “abnormally low price” cannot be accepted as it carries serious risks for the proper execution of the contract. Therefore, taking into account the limited timeframe, it was decided to conduct the procurement of services through direct negotiations without prior publication of an advertisement for participation.
The total estimated amount of expenses for the organization of the events is 9 million lei: 6 million lei from the State Chancellery’s budget will be used for the creation of artistic content and the campaign, and 3 million lei from the Ministry of Culture’s budget will be used to cover logistic expenses.
