Moldovan citizens can work in Russia without a patent until October 2026

Russian President Vladimir Putin has signed a decree "On the peculiarities of the legal status of citizens of the Republic of Moldova in the Russian Federation". In particular, on condition of dactyloscopy and medical examination, they will be allowed not to buy a patent until October next year," Logos Press reported.

The July 25 decree was posted on the legal information portal and comes into force on the day of its official publication.

According to this decree, citizens of Moldova, who failed to regularize their legal status in Russia in accordance with the previous decree of December 30, 2024 and left the territory of the country, or newly arriving in Russia from October 1, 2025, have the right to bring the status of their stay in order until January 1, 2026. To do this, an application will need to be submitted to territorial subdivisions of the Ministry of Internal Affairs or organizations authorized by the Ministry of Internal Affairs.

Until October 1, 2026 citizens of Moldova, who arrived in Russia from October 1, 2025 to January 1, 2026 inclusive (including those who arrived in transit through other countries), can officially engage in labor activity without registration of a patent. And regardless of the stated purpose of arrival – provided that they pass the procedure of identification by fingerprints and medical examination for absence of drug addiction and dangerous infections.

Citizens of the Republic arriving during this period can, after October 1, 2026, obtain a work patent directly in Russian departments of the Ministry of Internal Affairs without leaving the country.

The decree also provides for the abolition of all previous decisions on deportation, forced return, ban on entry, restriction of the period of stay in the country, issued before the entry into force of the decree.

The provisions of the document will not apply to cases of crimes, violations of border crossing rules, threat to Russia’s national security, administrative offenses related to illegal trafficking of drugs and psychotropic substances.
