The solution is developed by the Agency for Electronic Governance (AGE) in cooperation with the Independent Analytical Center “Expert -Grup”.

The new functions of the electronic platform, designed to provide feedback to the people, were discussed at the seminar “Synergy of public institutions to strengthen consumer protection through e-democracy”.

A cooperation agreement was signed to develop version 2.0 of the e-Democracy platform to fully digitalize the petition process, including the review process and the responsibility of the parties, integrate new features into the EVO mobile application for easy access from the phone, and strengthen the digital capacity of participating public institutions. The introduction of an automated reporting system will also enable the generation of relevant analyses and statistics.

Adrian Lupuszor, Executive Director of Expert-Grup, said: “An electronic service focused on consumer protection is a promising product that is undoubtedly needed by our citizens wherever they are. We can say that the service will not only be an advancement in this difficult endeavor, but also a challenge for all of us. We will team up with all the necessary institutions to bring this project to a successful conclusion, as we are all consumers and therefore have a stake in the good functioning of the platform.”

Launched as a pilot project, the e-Democracy platform now offers the opportunity to apply to 10 public institutions integrated into the platform:

  • State Chancellery
  • Ministry of Economic Development and Digitalization
  • Ministry of Justice
  • Ministry of Interior
  • Ministry of Labor and Social Protection
  • e-Government Agency
  • Information Technology and Cybersecurity Service
  • Public Services Agency
  • Entrepreneurship Development Organization
  • National Regulatory Agency for Electronic Communications and Information Technology.

The list of participating bodies will be expanded in the near future, the developers hope. Any central or local body can independently connect to e-Democracy. A request for connection is sent directly from the platform.

Access is also easy for citizens – directly to edemocratie.gov.md or from the EVO app, which will quickly redirect you.

During the first days of Moldova Digital Summit 2025, more than 400 citizens expressed their opinions through surveys on the platform. Only e-signature holders can send individual or collective petitions to public institutions and monitor their progress in real time.
