Banks Have Stated Their Position on Tax Policy – 2027

As part of the finalization of the tax policy for 2027, the Ministry of Finance organized consultations with representatives of the banking sector. The ministry will analyze their proposals and comments made during the constructive dialogue.

The banking community’s position was discussed during a meeting between Finance Minister Victoria Belous and representatives of the Moldovan Banking Association.

As a reminder, according to the draft tax policy for 2027, the government is proposing to increase the tax on bank income from 12% to 18% (the so-called “solidarity tax”). However, the plan is for this rate to apply only during the 2027 fiscal year and to be temporary in nature.

The authorities acknowledge that the tax increase poses certain risks to the banking system, primarily in terms of lending volumes.

In this regard, the dialogue focused on issues related to the operations of financial institutions and the impact that the tax increase will have on them. The discussion also covered the efficiency of processes and the simplification of procedures related to financing projects and instruments.

The discussions also touched on measures to support investment and facilitate access to financing.

Minister Victoria Belous emphasized the importance of maintaining an open dialogue with the banking sector to improve tax policy for 2027 and develop balanced, clear solutions tailored to the specific characteristics of the financial sector.
