One of the identified problems is an insufficiently effective mechanism for regulating chemicals entering the market. According to the authorities, this may contribute to the sale of products that pose risks to public health and the environment.
The bill, which passed its first reading in parliament, calls for the elimination of a number of permits not required under EU law, including permits for certain types of detergents and hazardous industrial chemicals. This is expected to reduce administrative barriers and facilitate trade with EU countries.
As noted by Grigore Stratulat, State Secretary of the Ministry of the Environment, the new provisions apply to industrial chemicals, detergents and disinfectants, insecticides, plant protection products, and fertilizers.
The authorities have set specific goals: by the end of 2026, to bring national permits in the field of chemical management into full (100%) compliance with EU standards, and to increase the level of harmonization of rules for the classification, labeling, and packaging of chemicals and mixtures by at least 10%.
