Authorities Are Bringing Back Paper Medical Certificates

The authorities clearly rushed into the decision to completely phase out paper medical certificates. The physical version will still be valid. In some cases, employees will need to present a printed copy in order to receive a sick leave certificate.

Although the process for determining temporary disability and issuing medical certificates has been digitized as of March 1 of this year, and since it serves as the basis for issuing sick leave, which eliminates the need to submit it on paper, employees will still be required to present a physical copy in certain cases.

This follows from the draft amendments to the Regulations on the Conditions for Granting, the Procedure for Calculating, and the Payment of Temporary Disability Benefits, prepared by the Ministry of Labor and Social Protection, which has been submitted for public consultation. The consultation period will last until September 2, 2026.

In particular, the authorities are proposing an amendment requiring the presentation of a printed version of the medical certificate if an electronic version cannot be obtained, as well as in situations where the information contained in the certificate needs to be verified. In such cases, the employee must be informed of this requirement.

It is also proposed that temporary disability benefits for the first five days be granted based on information received through the government notification service MNotify. The new procedure will apply to benefits paid from the funds of employers and individuals engaged in professional or self-employed activities.
