Deputy Secretary-General of the Government Alexandru Iacub stated that the State Chancellery will submit to Parliament a package of documents concerning the new administrative-territorial map after August 31, when the procedure for the voluntary merger of municipalities is completed.

“This marks the transition to a new procedure—a legislative process—under which the State Chancellery will submit to Parliament a package of documents on the administrative-territorial map, the new administrative-territorial map of the Republic of Moldova. Parliament will formally approve the territorial reform,” Alexandru Iacub said during a debate on IPN.

It should be noted that the process of voluntary municipal mergers in the Republic of Moldova will be temporarily suspended from September 1, 2026, until the first round of the 2027 general local elections. The corresponding amendment, proposed by MP Ersilia Katarjiu, was adopted by Parliament on July 28.

According to data from early August, out of 892 municipalities eligible to participate in this process (excluding the municipalities of Chișinău and Bălți), 761, or 85%, have decided to begin the merger process. Of these, 400 have already completed all procedural steps, including public consultations, and have made a final decision to merge.

Localities that do not complete the voluntary merger process by September 1 will proceed to the mandatory merger procedure and will not be able to take advantage of the additional resources provided by the state as part of this reform.
