This measure is provided for in the draft amendments to the regulations governing the limitation of volatile organic compound emissions. The document provides for the introduction of a notification and inspection procedure by the Environmental Agency. Products with VOC content exceeding the established limits may be placed on the market only in limited quantities and exclusively for restoration work.
At the same time, it is proposed that manufacturers, importers, and distributors of products subject to VOC emission limits be required to provide the competent authorities with the necessary information about the products they sell. This data will be used to monitor the market and prepare reports for European authorities.
The changes also affect the operations of terminals and gas stations. Operators of such facilities will be required, upon request by regulatory authorities, to provide documentation on technical inspections of equipment used for the storage and distribution of gasoline, as well as the results of VOC emission measurements.
In addition, the proposal calls for the recognition of test reports issued by accredited laboratories in other countries, which will make it easier for economic operators to demonstrate compliance with established requirements.
The document was prepared by the Ministry of the Environment and is currently undergoing a public consultation process.
