MPay Becomes Main Channel for Health Insurance Payments in Moldova

MPay has become the primary channel for paying health insurance premiums

Nearly all citizens who paid the fixed premium for mandatory health insurance in the first half of 2026 used the government’s MPay service. These figures were presented at a meeting of the Board of the National Health Insurance Company (CNAM).

According to the report reviewed by the Council, approximately 2.5 million citizens were registered in the compulsory health insurance system (AOAM) as of the end of the first half of 2026. At the same time, the number of people who paid the fixed insurance premium increased by nearly 10,000 compared to the same period last year.

The CNAM notes that citizens are increasingly using digital tools, and MPay has become the primary method for paying compulsory health insurance premiums.

The mpay.gov.md electronic payment platform is a government service that allows users to pay for various services online. Initially, MPay was focused primarily on public sector e-services, but today it can also be used to pay for commercial services.

CNAM Will Strengthen Oversight of Fund Expenditures

At the same meeting, the CNAM Council reviewed a plan to implement the Court of Auditors’ recommendations on the management of compulsory health insurance funds for 2025. The document outlines 14 measures, including the development of information systems, monitoring of patient referrals for high-tech medical services, and tighter oversight of healthcare facilities’ reporting.

Among the planned actions is also the implementation of new features in the “Reporting and Accounting for Medical Services” to monitor patient referrals for high-tech examinations and ensure automated data exchange between information systems managed by the CNAM.

Earlier, in an interview with Logos Press, CNAM Director General Ion Dodon stated that the level of compliance with recommendations previously issued by the Court of Auditors is one of the highest in the Republic of Moldova. According to him, AOAM’s budget execution in 2025 stood at 99.4% for revenues and 98.9% for expenditures, which effectively means the budget was almost fully executed.

The CNAM also reported that in 2025, the compulsory health insurance funds were adjusted only once, unlike other state budgets. The adjustment was necessary after revenues from fixed insurance premiums exceeded the initial forecast by 70 million lei. These funds were incorporated into the Law on Compulsory Health Insurance Funds.
