Government agencies will switch to an open selection process for senior management positions

The government intends to change its approach to appointing executives and recruiting staff for government agencies and to introduce mandatory competitive selection procedures for directors, their deputies, board members, and staff.

The main goal of the initiative is to move from a fragmented system—in which appointment procedures vary from one agency to another—to a unified mechanism based on open competition, clear criteria for evaluating candidates, and the ability to appeal the results of the selection process.

The need for these changes stems from the fact that, at present, some government agencies operate based on their own rules for forming governing bodies or lack detailed selection procedures. In some cases, members of supervisory bodies are appointed directly by the acts establishing the agencies, without an open competition.

The proposed rules are intended to ensure that appointments to these positions are based on candidates’ professional experience, competencies, and integrity, rather than on individual appointment decisions. Selection will be carried out by competitive selection committees, and the results of the competitions may be appealed in accordance with established procedures.

The changes will affect a significant segment of the central public administration: of the 75 government agencies performing administrative functions, 43 have boards with supervisory powers.

For candidates for director positions, the selection process will include, among other things, an evaluation of the agency’s four-year development plan. This approach is intended to shift the focus from simply holding a position to achieving specific management goals and improving the agencies’ performance.

A standardized hiring procedure will be established for employees, including a written test and an interview. Appointment will be possible only after verification of compliance with legal requirements regarding integrity and professional ethics.

The document was reviewed at a meeting of the secretaries-general of the ministries and will be submitted to the government for approval.
