Referring to plans to use public land for construction in the municipality, he called them “a direct attack on the capital’s urban planning”. The program states the central government’s intention to address construction issues in the suburbs without consulting local authorities. According to Ion Ceban, this “tramples on the principles of decentralization.”

Overall, the capital’s mayor called the document “147 pages of fiction”, in which slogans about European integration mask an attempt to “strangle” Chisinau.

Regarding the future prime minister’s plans for education, the mayor noted that they do not include a budget for building new schools to address the problem of overcrowded classrooms in Chisinau. The only proposal is to “reconfigure existing facilities”, which means cramming more students into the same classrooms.

Ceban also noted that the future government plans to repair only 100 km per year, despite acknowledging that 48% of national roads are in poor condition. He called this a “helpless” decision.

“You cannot build an ‘efficient state’ while ignoring key economic indicators,” the mayor concluded.
