
In this regard, Moldova will adopt and implement a mechanism to prevent the generation of textile waste, providing for its separate collection, reuse, recycling, traceability, and reporting. Currently, the country lacks an effective accounting system for textile production and waste.
The Ministry of the Environment has drafted and submitted for a second round of public consultation the Regulation on the Management of Textile Products and Textile Waste. It will incorporate the relevant EU standards.
The document will apply to manufacturers, importers, sellers, distributors, and authorized representatives who, regardless of the method of sale (including online sales) place textiles (including secondhand items) and worn-out textile products on the market. They will bear the costs of implementing the provisions of the document.
The regulation will also apply to individuals
The regulation also defines the obligations of individuals importing textile products in quantities and for amounts not exceeding the financial and quantitative limits established by the Customs Code.
If the goods are intended solely for personal use and are not used in commercial or manufacturing activities, the obligations of manufacturers will not apply to them.
The regulation stipulates the obligation of producers to register in the registry maintained by the Environmental Protection Agency and to submit a report on the quantity of textile waste collected, disposed of, and recycled.
The regulation governs the financing of the relevant procedures and the verification of investments and expenses in the annual financial report. This does not imply mandatory participation by companies. Their obligation is to finance activities carried out through collective extended producer responsibility (EPR) systems or authorized operators.
